If you mean the orchestra theme from the movie, it was probably by Debbie Wiseman.

Without listening to the song, I think you're talking about Jacques Dutronc's L'Arsene which was recorded sometime in the '70s.  Good song, although I have no clue if it has anything to do with the original gentleman thief.

Edit for double post: Okay, after downloading the song from the torrent and spending way more time on this than I should have, I've got a definitive answer for you.

It is a song performed by Jacques Dutronc, but it isn't L'Arsene, although I've mistakenly believed it to be for the longest time since it's usually titled as L'Arsene on various file sharing networks.  Anyway, after playing around Google and Babblefish for a while, I stumbled on the lyrics to the song:
