Noboru Kimura and the 4th ED of Red Jacket

Does anyone have more information about the 4th ED of Red Jacket (Love Is Everything)? The performance is credited to Noboru Kimura, who otherwise seems to have only various kinds of writing jobs on his resume, as seen here. It'd be interesting to know someone who mostly seems to be a writer was picked to sing the song, especially since he didn't apparently work on the series itself. I'd also like to know if he's done more music, either for anime or outside because I really, really like his performance of the ED.

Or, is it possible that the song is credited to the wrong person who has the same or similar name? Because I took a quick glance at the shows he's written for, and I didn't find a single one from before the year 2000. I find it strange that someone apparently sung an anime ED in the late 70s and then became a writer decades later.

According to his JP wiki and vgmdb page he did some other stuff as well, such as Ultraman. He also went by the name Harry/Hurry Kimura.
